Reproduction:

--BYOND is fully up to date (this is all caused by the latest mandatory update, was not the case beforehand).

--With UI scaling on, all the in-game windows and text appear where they should but eclipse the entire screen.

--With UI scaling off, several issues I notice from the menus and spawn point alone (have not tried to play the game properly since all this started, probably so much more going wrong that I haven't even touched). Here's some of the issues: The text that appears when hovering over an item or status or ability is huge. The text that appears when hovering over an option in settings is offset way higher up on the screen than either the text or the mouse cursor. Some elements of the character creator now clip behind the black rectangle that houses the preview sprite of the character being created - the first of the four columns of selectables (like clothes or lizard frills or hairstyles) is almost completely hidden, and the gender selection is COMPLETELY hidden. The only thing that fixes this is changing the display scale in SYSTEM SETTINGS (my laptop's default is 150% and switching to anything lower is impractical due to small laptop screen).
