This was disabled awhile back aswell as the blueshield overflow
Blueshield overflow does not happen, however HOS overflow does

Pretty sure that was a beucratic error. The pr disabling overflow for HoS/blueshield prevents the jobs from having unlimited slots from the overflow station trait.

#3709 was the specific PR. HOS should be able to beuractic error but shouldn't be able to overflow by reading the specific pr intent/code. So depends if they got the types mixed up or something very wrong is happening
