Self explanitory. Metallic Hydrogen axes cannot harm borgs as when you click on a borg it scans the axe as a crowbar even on combat mode. this results in you fruitlessly trying to attack a borg with a metallic hydrogen axe welded and on combat mode for the code to only recognize it as a crowbar.
