The current phrase “depending on your billing and shipping address” is a bit vague. To make it clearer that VAT depends primarily on the destination country, we should revise this part. Mentioning the shipping address isn't technically wrong, but the term destination country is more precise and professional.
Suggested revision:
No, the prices listed in the shop are exclusive of VAT. A 23% VAT may be added depending on the destination country of your shipment.

@Stanislaw-bnk I believe this answer needs a small clarification: the 0% VAT rate (reverse charge) applies only when the customer is a business based in another EU country — not in Poland. For Polish companies, VAT must still be added.
