Create and deploy skeleton web application for managing dynamic inventory #49

Part of #33
Use the bootstrap cookiecutter repository to create an empty web application. Create a docker stack template which deploys the application using Docker secret(s) to store sensitive information. Deploy a test and production instance to the Lecture Capture docker swarm.
The production instance should be available under https://monitor.lecturecapture.uis.cam.ac.uk/birthscream and the test instance should be available under https://test-birthscream.swarm.lc.gcloud.automation.uis.cam.ac.uk/.
Both endpoints should be protected via ACME and routed via traefik.
The deployment should provide a Portainer template which expands into a Docker stack for the deployment. It should take the name of Docker secret(s) giving credentials as variables along with any required configuration.
