LC1: Web app to store Ansible dynamic inventory

Lecture Capture agents send periodic pings with useful information that we want to keep and rely on to know their location, state, configuration, etc. We want to create an easy webapp that will collect this information and store it in a simple sqlite3 database. This can be a Docker container that we could deploy to the current lecture-capture backend stack.

• Create terraform configuration to create GCP database(s) (Create terraform configuration for GCP infrastructure. #50).
• Create and deploy skeleton web application to Docker Swarm (Create and deploy skeleton web application for managing dynamic inventory #49).
• Add single authenticated POST endpoint which accepts document from birthscream and adds/updates a record in the DB (Create authenticated POST endpoint for dynamic inventory app #51).
• Add authenticated dynamic inventory endpoint (Create dynamic inventory endpoint for dynamic inventory app #52).
