[Feature]: Allow locking environments in the environments list

Describe the feature

When a server already runs the wanted branch/..., one still needs to open a PR and lock the environment from there even though no deployment needs to be done.
As soon as one locks an environment, the entry displays the buttons to release or extend the lock. Showing a lock button for all environments would be more intuitive.

That's totally a valid feature request. I already added it as 'todo' for our next sprint. Thanks for creating this issue 💯
