Removing a photo from an album leads to broken thumbnail and broken links for others

The bug

Probably a duplicate of #16185 but his reproduction steps are not clear to me.

Reproduction steps

1. Create an album and share it with another user (B)
2. B comment on a photo
3. Owner will remove the photo from the album
4. B refresh the page with comments

B will still the see his comment for the removed photo, but the thumbnail is not showing, instead a text is shown but with a wrong alt text, see screenshot.
Also if B clicks on the comment/image placeholder a pop is shown with a 400 error, see screenshot.
