Garden: add dependency on ignition-utils1 to use ImplPtr

Desired behavior

Add an explicit dependency on ignition-utils1 in ignition-rendering7 so we can use ImplPtr (see #490 (comment)). It is already an implicit dependency via ignition-common4.

Alternatives considered

Keep using dataPtr the usual way.

Implementation suggestion

Similar to gazebosim/gz-physics#198
