EW: Prompt users to set up recovery (on a verified device)

Problem

Setting up recovery enables users to access encrypted messages on any of their new devices, as well as to retain access to their messages even if they lose access to all of their devices. Therefore we want to make sure that as many users as possible will set up recovery.

Designs

• The user is prompted to set up recovery via a toast when all of the following is true:
  • They have key storage turned ON.
  • They have not set up recovery.
  • They have not dismissed this toast (for good) previously.
• As long as the recovery has NOT been set up, the Settings > Encryption menu item shows a red dot. This is the case even if the user has dismissed the toast.

Just to confirm, we don't have to sync this status between devices, right?

Looking at the design, I'm concerned that users might be confused about what the red dot means. I wonder if changing the colour of the "Recommended" beside "Recovery" to red would help users make the connection between the red dot and the fact that they don't have recovery set up.

I hope this is fine to be enhanced later if we have to. Do I remember correctly that the MSC @andybalaam just recently added concerned the key storage preference, right?

It is a fair concern. On EX the approach is slightly different - there is always a red dot (e.g. no Recommended text). @americanrefugee would there be a way to make a simple enhancement on Web to make it easier to make the connection?

Yes, it is regardless of key storage status, otherwise it does not serve the purpose. Note that EX currently shows red dot even on the profile/avatar - this may be a little bit "intrusive" in case the user has intentionally turned off key storage and/or recovery. However, I think it is better to start with a more intrusive approach on this and enhance that later - e.g. not show it when once has intentionally said their preference is not to have recovery.

@uhoreg Would it be easy to show the red dot also on user profile/avatar on Web so it would be consistent with EX?
