Prevents a crash on wallpaper image decode when there is no memory available

LGTM. @SergeyZhukovsky we should log an issue to explore the issue we have with Out of memory exception. We may be leaking the memory which we should address. WDYT ?

@deeppandya it could be, but it also could be that just a device in general had not enough memory and we tried to allocate 14Mb looking on the crash. I'm going to check on leaks, I did a couple of months ago, but going to do it again.
