blue line shown on Brave Auto Contribute and Direct Donations settings

Description

After clicking on the settings icon in Brave Auto Contribute or Direct Donations panels, a blue line is shown on the left side of the screen.

Steps to Reproduce

1. Navigate to chrome://rewards and enable if not already enabled.
2. Click on the settings icon for Brave Auto-Contribute or Direct Donations.
3. Settings are displayed.

Actual result:

Blue line on the left side of the panel (looks like the settings icon is still slightly visible):

Expected result:

No blue line.
