chore: update cortex tag to add priority and owner

This PR will update the cortex.yaml to add the service priority and owner information.

How this change was made

• Iterate through a CSV file to update the cortex.yaml file of each service.
• Run python script using ruamel.yaml to parse yaml file and add additional information as well as format the yaml file.
