Issue Wizard validation for problem types and subtypes probably doesn't do what it should

I can't see how the following elements are ever actually validated:

It's possible there's a few others that aren't as well. For example, I was able to submit a request w/o a problem type and the server sent me a 400 (which is expected). It shouldn't be possible to even submit the form.

It seems like this is dead code, or just useless copypasta.
