Low character limit for “Description” text area

Steps to Reproduce:
1. Navigate to https://webcompat.com/issues/new
2. Fill in the required information until reaching the issue description.
3. Fill in with text until reaching the limit.

Expected Behavior:
[TBD] There is no character limit or the limit is around 2000 characters.

Actual Behavior:
200 characters is the limit.
