fs-backup for Windows - privileged mode for Windows

Windows implements privileged pod differently and requires special configurations.
With VGDP MS, fs-backup still needs privileged pods in some environments, so need to support these configurations for node-agent, backupPod/restorePod, restore-wait init-container.

Since hostprocess pods support service accounts only, we cannot support privileged mode for Windows until #8423 is fixed.
