What does this PR do?
Update nx major 21.1.2
Note
This is only a version update to Nx 21 and does not include refactoring nx targets and/or npm scripts to take advantage of the new nx continuous tasks and terminal UI. That will come in a subsequent PR.
Testing
ci & e2e will cover.
