first modal open doesn't attach tooltips

1. open https://ubclaunchpad.com/ and open a modal, or jump straight to a modal: https://ubclaunchpad.com/?project=sync#teams
2. hover over tooltip. they're not there????
3. close modal and open another
4. hover over tooltip. they're there now.
