.custom-select doesn't have box shadow when shadows enabled

When I `$enable-shadows` and recompile Bootstrap, `.custom-select` elements do not have an inner shadow.  I believe `_custom-forms.scss` is missing the necessary

@include box-shadow($input-box-shadow);
```

line.  If management agrees, I can make a PR.
