Describe the bug
Since the v22 protocol the TRD errors out when doing payout. The error is:

Error while validating operation - Status: failed, Message: proto.022-PsRiotum.gas_exhausted.operation

To Reproduce
Run the current v14.0 TRD on mainnet (protocol v22/Roitum)

Expected behavior
Payouts being sent our succesfully

Taking the liberty of quoting borsss here, who was very helpful on Discord:

It was mentioned in the release notes for Rio, but the gas change possibly has not had enough comms awareness around it, esp impacting TRD which I understand is no longer actively being maintained.

This possibly happened as the gas change was treated more as a bug fix than a core protocol change in the same way that the other key Rio parts have been publicised eg the cycle length changes & DAL
