Notifications 🔔 : what is it ? Should we hide it ?

Clicking the bell shows notification panel. It seems to be always empty.
What should it be doing ?
If we don't use it or if it is broken, we should hide it.
It was already present in V2, but it was harder to see, so we hadn't noticed it.
