This PR aims at demonstrate how to extend MAS configuration with compiled code.
A new cli scripts tchap-cli/main.js inject code into CompiledConfig before calling the upstream script mas_cli::async_main

TODO POC

  • question weither we need tchap-cli and tchap crates or it can be only one
  • study how to port jinja filters into the compiledSettings
  • finish implementation of compiledSettings for TchapMapUser, unit test it
  • clean PR to build an upstream PR
