Revert "add back LIMITED support for Windows ARM CPU - evcore extbuild only" This reverts commit e9a437e. preserve history in CHANGES.md update documents rationale: as discussed on GitHub, there is no longer the customer need to support Windows ARM. Support for Windows ARM may be considered in the future, likely in a different plugin version.
