This change adds a config option to skip the following checks on HIGH and CRITICAL validators/orgs: * That these orgs consist of at least 3 validators * That these validators have history archives. This option is only available on test builds. It is useful in supercluser where we may want to test application-specific functionality without spinning up fully valid networks.

This PR is just #4703 cherry-picked over to the
release/v22.3.0branch. It will allow us to use the new nomination algorithm while testing the 22.3.0 release.
