[enhancement] Missing support for "config interfaces startup all"

currently there is no all option for config interface startup, we have to run the command link by link if want to start all at once.

@wenyiz2021 You can use a hyphen (-) to start up or shut down multiple ports simultaneously. For example, sudo config interface startup Ethernet32-60 will bring up all ports in the range from Ethernet32 to Ethernet60
