Why I did it
Add BMP_STATE_DB into gnmi protobuf, so that table could be subscribed.
How I did it
Multiple instances has been supported in swss-common, refer https://github.com/sonic-net/sonic-gnmi/blob/master/sonic_db_config/db_config.go could retrieve data from bmp_state_db, need schema change to support this.
