Why I did:
After picking PR##5309 into 201911 there is compilation error when building
sonic_bgpcfgd-1.0-py2-none-any.whl because of dependency with swsscommon and python-swsscommon deb package.
What I did:
Added Support to add Debian package dependency for Python Debs and Python Wheel target.
This change are based of master corresponding changes.
How I verify:
Package build fine locally.
