Before issue “sonic-clear counters”, “show interface counters” result not complete

Description

Before issue “sonic-clear counters”, with command “show interface counters”, several columns in the output is ‘N/A’

After issue command “sonic-clear counters”, the output of “show interface couters” changed, the previous “N/A” columns have number now. So why not have numbers for the columns from the very beginning but only after a “clear”?

Steps to reproduce the issue:

1. issue “show interface counters” command after switch boot up
