Steps to reproduce the issue:

1. While trying to add multi-asic VS test in 202205 branch, test_snmp_queue fails for all retries with error:
   Ethernet1/7 does not have queue counters

test_snmp_queue should Fails.

test_snmp_queue should pass when run on multi-asic VS
