Please re-consider not including frr-reload in bgp image

Please reconsider not having FRR_PYTHONTOOLS in the bgp image. this is a regression for those of us who use it

@ITJamie this decision was done way back and was thoroughly discussed. if you have new use case for this that needs to add this back then please share so we can consider it.
