This PR tweaks the timing of drone CI build to when:
This is because now we have a lot PRs and QA normally only needs the one from dev/master/release branch. This is
to reduce the unneeded CI run.
We still have the free usage of Github Action so that's unchanged and it's useful enough for the job.
