If the AI can embargo people, here are some things that need to be present (I have not reviewed the content of the PR yet, so feel free to tell me which have already been added):
A message that you have been embargoed/or that an embargo is lifted, as well as a new message setting for those messages
A way to see quickly who you are embargoing/being embargoed by
A way to see which other nations are embargoing each other

I have discussed with peter in the discord what the appropriate logic would be that should replace AIs unconditionally embargoing their rivals
