Rocq 9 - basically 8.21 + renaming, so we should work on master. Théo starts a github project on the subject and we collectively gather a step-by-step program by next Coq Call.

update CI policy: we say that we have difficulty maintaining the current CI as it is becoming very big and we ask new project developers to get in touch with Rocq developers on Zulip first before asking for an integration into Rocq's CI.
Gaetan and Andres will try to see if they can run the CI on a more efficient infrastructure.
