Outdated Docker Hub image

Hi,

The image hosted at https://hub.docker.com/r/rhasspy/wyoming-openwakeword is sufficiently outdated at 9 months old. Security updates on the base image have likely occurred, so even if code changes/release has not happened, a rebuild with no cache should be run and pushed.

This applies to `rhasspy/wyoming-piper` as well, as that image has a similar date on it.
