NVENC and NVDEC utilization is still missing on jetson-stats

Is your feature request related to a problem? Please describe.
Its extremely frustrating that I have to write my own tegrastats parser just to get NVENC and NVDEC utilization which is easily available on 'sudo tegrastats'

please make NVDEC and NVENC utilization percentage available in jtop().stats object.

Describe alternatives you've considered
custom parser by running 'sudo tegrastats' from python script
