Document that the v1 API is still internal and experimental

This information should be provided in several places:

* `rdctl api --help` output
* `rdctl api about` output (needs a new `/v1/about` endpoint)
* in the project `README`
* in the release notes

The notice should explicitly spell out that "experimental" means subject to change without any advance notice.
