Store Parquet manifests by multihash?

Might be cleaner to store v4 parquet files under the full multihash instead of the q3 hash.
But the URI scheme would still use the latter.
And so would require smarter lookup code.

Also must ensure "1220" never shows up in SHA-256 hashes.
