Gtk 4.12 on windows

• gtk 4.12 on windows instead gtk 4.10
• faster stopping scan(almost instant) when collecting files to scan
• using by default fast_image_resize feature to speedup hashing images
• fix strange slowdown at end of scan, when with big number of CPU cores and files searching for duplicates

Before (24 threads, 1.6 million files) in duplicates tool inside prehashing function (previously one thread worked 7/8 seconds alone, now 0.5/1s)
