Feature or enhancement

For tracking work (assuming the PEP is still accepted today as planned - just getting things in place before I go away for the weekend).

  • Mark existing installer as deprecated in installer
  • Mark existing installer as deprecated in docs
  • Add --preset-pymanager support to PC/layout script
  • Add deprecation warning to legacy py.exe when used with commands
  • Update using/windows docs

This change to the core CPython repo:
* Adds PyManager support to PC/layout
* Adds a warning message to the legacy py.exe if subcommands are invoked
* Add deprecation message to traditional installer
* Updates using/windows docs

I believe all the changes necessary in the core repo are present now, so considering this complete. New problems should get new, specific, issues.
