Rebar3 needs to be recompiled

I tried to compile PropEr on Erlang 26.0 using make according to the instructions but I got this error:

beam/beam_load.c(148): Error loading module rebar3:
  please re-compile this module with an Erlang/OTP 26 compiler or update your Erlang/OTP version

The issue was fixed by replacing the rebar3 binary with its latest version (https://github.com/erlang/rebar3)
