update polkadot-sdk deps to stable2407

• bump polkadot-sdk dependencies to stable2407 (release)
• Change toolchain to use a stable version of rustc since it's supported by polkadot since a while now

@sorpaas @boundless-forest can you review this upgrade to stable polkadot-sdk?

We propose to use stable rust on frontier instead of nightly, we using stable rust on moonbeam since more than a year and it work very well

Keep the toolchain version the same as the polkadot-sdk stable release version. LGTM

Okay, I see. It seems the frontier project has continued development but stopped doing releases. 🤷
