Backend takes time to start

When I run the command:

make backend-docker-start

The backend takes time to start. It first installs plone.restapi and then starts Plone. Every time I stop the container and start it again this happens. This is correct? Is there a way to start the backend faster? There used to be an api folder that had a Plone buildout, but it was removed.

@wesleybl read on from this comment #6110 (review) for alternatives. You can either use buildout or generate the latest Plone backend snapshot from the cookiecutter.

@stevepiercy @davisagli Volto is very dependent on Plone. I think it would be important to have a script to "install Plone quickly" in the Volto repository. Saying "use cookiecutter or use buildout" may be common for experienced developers but can be a hindrance for beginner developers or those who don't know Plone but want to help with Volto.

Is there any documentation on "How to install Plone for the Volto core"?

Another point is that the Volto CI does not always use the same versions as a Vanilla Plone. For example, a more actual version of pone.restapi is generally used. If these pinns were integrated, it would be easier. It could be that something doesn't work in your installation and works in the CI, or vice versa, precisely because of pinns differences.

@stevepiercy In this documentation, the command to start the backend is exactly the command I'm talking about in this issue:

make backend-docker-start

Another problem with this command is that the data is not persisted. If we start the backend, stop it and then start it again, the data created is no longer there.

@plone/volto-team it appears our documentation of Develop Volto core is broken. Can someone please help out? I have not verified the issue, and I wouldn't know what to do if I did.
