The script you're referencing is fine, if you like binary representations. I personally rather like SVG path icons instead.
But I think there is actually no script to convert a bunch of svg files into svg plantuml sprites?!
(it seems as the bootstrap icons are already optimized SVG paths. That would eat also less memory in the plantuml distribution, beside of all the other advantages you'll get with vectors).

They also offer font files, not sure if that is of any help. Perhaps good to develop a script that converts all to sprites and ship those with PlantUML (with the proper credits, attribution and license.)
