Components update in tiup repository

This pages shows the mirror content update other than normal releases.

• Add new version for node_exporter (https://github.com/prometheus/node_exporter/releases/tag/v1.3.1) and blackbox_exporter (https://github.com/prometheus/blackbox_exporter/releases/tag/v0.21.1) in tiup repository. All the new tidb clusters or instances deployed by tiup cluster will use the new version by default.
