Update to go 1.17

What would you like to be added:

We would probably need to update to go 1.17 as mentioned in:

• [go1.17] Update to go1.17 kubernetes/kubernetes#103692
• Dependency update - Golang 1.17 kubernetes/release#2169

This would also be a good opportunity to update go dependencies.

Why is this needed:

Keep up-to-date with ecosystem dependencies
