Description of issue

how come it says [email protected] 3.13.2 is already installed and up-to-date.
but when i check the version of python it says (base) --------------> % python --version
Python 3.10.10

should i just re-install? how do i get my python to run at the newer version?

Judging by (base), it looks like you have either Anaconda or Miniconda installed and are currently checking the Python version of the base environment.

You can confirm this by running the command which python.
