fix misplaced quotes in kmod-preamble #11851

rpm/redhat/zfs-kmod.spec.in has a typo in the shell code that creates the kmod-preamble file. This typo results in the preamble file having the wrong name, ./SOURCES/kmod-preamblenObsoletes and missing the Obsoletes clause that has become part of the name. Motivation and Context
rpm/redhat/zfs-kmod.spec.in has a typo in the shell code that
creates the kmod-preamble file. This typo results in the
preamble file having incorrect contents and the wrong name,
./SOURCES/kmod-preamblenObsoletes
Because the filename is incorrect, the built package does not have
"obsoletes" or "conflicts" set.
Description
Move the Obsoletes clause text from after the filename to within the quotes.
How Has This Been Tested?
Created a tarball and specfile with make dist, copied them into rpmbuild/SOURCES and SPECS respectively, and ran rpmbuild -bp to verify the kmod-preamble file had the correct name and contents. Then built the package and verified it with
rpm -q --obsoletes --package <path_to_package>
rpm -q --conflicts --package <path_to_package>
