fix label not mentioning fee

internet_access:fee label is incorrect (does not mention fee, but just "Internet Access", which is highly misleading)

Not sure if something extra has to be done about translations; will they automatically be tagged as needing changes (since source text changed) or does it need some kind of manual intervention?
