STOR-2494: Fix smb csi windows jobs install WMCO failed

• The workflow based on install the window machine config operator while it migrates to konflux build so the index image only exit in quay instead of brew caused the jobs install WMCO failed.

Fix solution

• Use the konflux build index instead of the qe-app-registry.
