core-services/prow/02_config/_plugins: Require 4.3 bugs to depend on 4.4 bugs

This should have happened when we stopped fast-forwarding 4.3 in 84b3e28 (#6080), because we need the dependencies to ensure we don't fix something in 4.3 but then not track and fix it in 4.4+.
